Not addressing the OP's question, but in table 450.3(B) if a transformer has a rated primary current less than 2 amperes then the maximum overcurrent protection allowed on the primary side goes down if you add protection on the secondary (it goes down from 300% to 250% of the primary rated current). In practical transformers the "Off Load Current" in the primary is actually very low. Volts per Turn. A transformer with a primary winding of 1000 turns and a secondary winding of 100 turns has a turns ratio of 1000:100 or 10:1.
